As i understant it, this panel will have no real power to control anything. They will make suggestions which out clueless congress will ignore, as have have ignored things to date where cutting spending and controling the deficit is concerned (I mean both parties). Congress lack the balls to do anything that will both raise taxes and CUT spending and that is exactly what the panel will propose. So look for the panel to accomplish nothing.

This is why I hate the Executive Order. It totally by passes Congress. Andrew Jackson used an Executive Order to force the law-abiding Cherokee Nation off their ancestral lands. Abraham Lincoln suspended many fundamental rights guaranteed in the Constitution and the Bill of Rights. He closed down newspapers opposed to his war-time policies and imprisoned what many historians now call political prisoners. He suspended the right of trial and the right to be confronted by accusers. Lincoln's justification for such drastic actions was the preservation of the Union above all things. After the war and Lincoln's death, Constitutional law was restored. Woodrow Wilson could not persuade Congress to arm United States vessels plying hostile German waters before the United States entered World War One. When Congress balked, Wilson invoked the policy through a Presidential Executive Order. FDR forced 100,000 Japanese residents in the United States to be rounded up and placed in concentration camps. George W. Bush blocked stem cell research, redefined the word "tourture", gave the VP the same power as the President has to classify documents (I'm sure Cheney got good use), and hmmm... am I forgetting one? OH! the Iraq clusterfu...
