Seriously, my view of the seat-belt issue, and the
infantile "click it or ticket" program, is sadly mundane...
I was told by several people....and I'm sorry I have
no 'links' other than common honesty to defend it, that
federal grant money allocated to the states was tied to
a required number of seat-belt infractions recorded...Much
the same as federal highway money was connected to
exhaust emissions compliance...I believe it...And I also
believe another friend who noted that the majority of our
state legislators are Harley enthusiasts...ergo, a no helmet
law...
I'm not jumping in bed with the hard-wired conservatives, not yet,
but i will maintain my stance as a healthy heretic of government

I think the majority of our legislators finally got tired of motorcycle enthusiasts circling the Capitol every year to demand repeal of the helmet law. So what we end up with is having a law that requires people in 4,000-pound vehicles to wear seat belts while someone can ride a motorcycle, totally exposed, wearing nothing more than a Speedo.

And now I must reveal my own..
Mom, I always insist that my passengers buckle-up...
...especially my children....unless they are the ones
driving....in which case I trust them to use their best
judgment..

tetriS would probably be able to provide some insight on the thing about federal grant money. He seems to have a lot of knowledge in that area so hopefully he chime in.

The grants did cover overtime for seat belt enforcement, HOWEVER police could not initiate a traffic stop simply for lack of seat belts. There had to be another violation witnessed. Police had to send in stats of how many drivers were encountered without seat belts but there was no mandate on the number of citations. The excpeption was when police did random stop road blocks.
Honestly a lot of police officers are divided on the seat belt issue, But they do not pass the laws they just enforce them. I am aware of many officers who do not wear them therefore they never write tickets for it.

easy way to quantify seat belt infractions...
Fortunately, most cops are nice, reasonable men, who
risk their lives enforcing the law, and they should be
rewarded...
However, some laws are bad, and some cops are bad, so
we need to remain vigilant...

random stop road blocks are not speed traps. I am referring to the road block where officers actually stand on the road and stop every other car, or every third car, or however they are doing it that day. Speed traps are an entirely different matter.

I put my seatbelt over my shoulder so that it looks like I'm wearing it...I know it's bad, but "my girls" can't be confined like that...It's very uncomfortable!!! Wink Wink
