How are these names placed before the committee?

No, but they do all have to be haughty I think. There are instances in the past of Nobel worthy individuals getting snubbed because of alleged political reasons or ethnic prejudice. Some of the more obvious ones involve instances of a person getting a prize for something someone else already did, but the prize winner was more politically or racially "acceptable."
Examples:
Guglielmo Marconi receives Nobel for his work in developing radio, all of which had already been done by Nikolai Tesla.
Chung-Yao Chao was the first person to capture positrons through electron-positron annihilation but Carl D. Anderson won the award for doing the same thing years later, even though he admitted he was inspired by Chao's work.

The Al Gore thing still mystifies me....how could he receive a "peace prize" for GLOBAL WARMING???
