WASHINGTON – Beware of a politician quoting poll numbers.
That was one lesson from the White House health policy conference Thursday as lawmakers in both parties cherry-picked survey results, ignored contrary findings and presented public opinion, which is highly nuanced on these questions, as a slam-dunk.
Claims, counterclaims and statistics flew through the room in the daylong talkfest by President Barack Obama and lawmakers from both parties. Some didn't hold up to the facts. Senate Democratic leader Harry Reid of Nevada suggested his party hasn't been preparing to do an end-run around the normal legislative process to pass a health care bill, when in reality this option is very much in play. Obama squabbled with a Republican senator over what his initiative might do to health premiums, and had a superior command of the facts.

Heard an interesting bit of history yesterday on the radio from an Ivy League professor of Public Policy - every legislative policy change in healthcare policy by the Senate over the past 30 years, with 5 limited exceptions, was done through reconciliation. For example, the genesis of the SCHIP program arose from several reconciliation policy changes. Many changes in Medicare have occurred solely through reconciliation.
The Republicans weren't so averse to using reconciliation when GWB was in office - they passed controversial legislation at least five times during his reign that way. Suddenly some of these same Republican Senators who participated in the passage of legislation through reconciliation earlier in this very decade are making the pundit rounds claiming that using reconciliation for health care is something new, unheard of, and somehow unconscionable. Guess it wasn't so bad when they were the majority party.
