What is the agreement between the clothure vote rate and the size of the deficit during the terms shown on the graph? I expect the low rate in the 50's and early 60's was because the deficit was low. During the mid 60's we had a war and Johnson's liberal policies where deficits began growing and the rate of clothures also grew. It seems to me that the size of the spending bill is directly related to the clothure voting no matter the party. |

I think that's a bit of a cop out. My guess would be that if those spikes coincide with deficit spending, its coincidental. More likely, they coincide with periods of harsh political partisanship.
