I've stated before about how the etymology of the words "retarded" and "gay"... and some others, have been changed in the past ten years or so. They will continue to offend some people, but they're usually harmless... depending on context of course.

I have a friend with a brother who has Down Syndrome. Her daughter says "that's retarded" all the time, and no one in their family is insulted.

It's just twisting something for the purpose of politics, as we've come to expect from Palin. My dictionary defines retarded as "slow or limited in intellectual or emotional development." By that standard, Palin is extremely retarded. And thanks, by the way, for the blog fodder.
