Many items in the annual federal budget, my dumb friend, are funded by law, along with annual COST OF LIVING INCREASES......many of those items are LIBCHIT "HANDOUTS".......BUSH, the SLIMEBALL, didn't start throwing money around like a drunken WHITE OSAMA, until his last year, when he began that stimulus bullchit.....
