I had assumed they could. There are many situations where I could imagine myself wanting to write a letter to the editor but not being willing to if I had to sign my name.
Regardless, I doubt the guys who salt and plow the roads read the letters that closely, nor would they last very long in their jobs if it was determined they were deliberately neglecting an entire street out of spite for a single resident there.

Trust me, they spend half of their day parked in the Walmart parking lot reading the paper. If there was a Letter to the Editor addressed to them, they'd know before your paper was delivered in the morning. You're right about the second part though.
